n. 1. (education) the cash cow of the public school system. Every time a public school labels a child with a physical or mental disability, it gets a generous handout from the government. In the public interest, psychiatrists have invented lots of cool new mental diseases like stuttering, reading disorder, ADHD, and pervasive running nose. In the not too distant future, every child will be labeled mentally ill and teachers will no longer be needed – only therapists.
